The hearing for the CARES Act Community Development Block Grant (CV-CDBG) Program will provide an opportunity to citizens to comment on the proposed activities. Written comments on the proposed use of CDBG-CV funds will be accepted by the Pittston Redevelopment Authority until noon, August 14, 2020 and may be addressed to: the Redevelopment Authority at the above address. City Council will consider approval of the application at the regular Council meeting on August 19, 2020.
The Coronavirus Aid, relief, and Economic Security Act (CARES Act), provides additional CDBG funds to prevent, prepare for, and respond to the coronavirus pandemic. The funds may be used for CDBG eligible activities that meet one of the national objectives.
The City will receive an allocation of $193,732 in CDG-CV funds to be allocated as follows:
ACTIVITY AMOUNT NATIONAL OBJECTIVE
CPR Machine $34,000 Urgent Needs
Project will utilize CDBG-CV funds for the purchase of two Automated CPR Chest Compression Machines which will allow emergency responders to provide life saving support while protecting the patient and responder from personal contact which would results in aerosol-generating procedures.
Meals on Wheels $20,000 LMC Limited Clientele
Project will provide funding for the expansion of services for Meals On Wheels. Meals on Wheels has also seen an increase in the need for food delivery for seniors and persons with disabilities due to the need for social distancing.
Rental Assistance $ 104,861 LMC Limited Clientele
Project will utilize CDBG-CV funds to provide short-term (no more than 3 months) of rental assistance to low to moderate income households who have had a reduction in hours or employment due to the coronavirus and are at risk of losing their housing as a result of non-payment of rent.
Administration $34,871
Administration of federal programs including monitoring.
The City of Pittston also invites public input on a proposed modification to the Fiscal Year 2016 and 2017 Community Development Block Grant Program. Projects in the City funded in FY 2016 and 2017, have a small remaining balance of $10,388 that the City proposes to reallocate to construct curb cuts on sidewalks along Carroll Street, Grandview Drive, and Rear Tunnel Street. This project will be part of a larger street paving project, using Pennsylvania Department of Transportation Municipal Liquid Fuels funds.
